Start with the employee record, not the hiring board. BambooHR Core includes Employee Records and its pricing page lists ATS under Hiring & Onboarding, which makes it the cleanest one-platform fit here. The catch is volume: ATS job openings are capped at 5 on Core, 25 on Pro and 50 on Elite.
Do the active-job maths before comparing headline prices. Zoho Recruit’s Free plan includes 1 active job per recruiter licence, Standard includes 10 and Enterprise includes 20. Breezy HR’s free Bootstrap plan allows one active position or candidate pool, but access to candidates added on Bootstrap is limited to the last 30 days.
Separate onboarding from employee records. Breezy HR lists Onboard from $49/month and describes it as a self-service employee onboarding system for Breezy Hire customers. That is useful after an offer, but it should not be treated as a full HRIS for ongoing employee records.
Price the whole setup, not just the ATS. BambooHR starts at $250/month for companies with 25 employees or fewer, while larger companies see per-employee starting prices by plan. Payroll, Benefits Administration, Time & Attendance and Global Employment powered by Remote are add-ons, so the final bill can move.
If you choose Zoho, budget for the suite approach. Zoho Recruit can hand a hired candidate into Zoho People so the profile becomes an employee and onboarding starts. People Plus can bundle Recruit and People, but paid People Plus accounts require at least five users.
