Best ATS for recruiting agencies with candidate CRM and placements
Recruiting agencies do not just need to track applicants. They need candidate databases, client records, contact history, submissions, interviews, placements and revenue visibility in one workflow. This guide is for agencies comparing ATS platforms through that lens. The ranked cards use our agency and staffing category, where Recruit CRM is still our top agency pick; the buying advice also covers where Manatal, Zoho Recruit and Lever fit for CRM-led recruiting. The right choice depends on your model. A boutique permanent-placement agency should prioritise candidate CRM and client submissions, while a temp or contract firm must check pay/bill, timesheets, assignments, payroll and invoicing before buying a lighter ATS.

Choosing the right tool
Start with the candidate database, not the job pipeline. Agencies need searchable profiles, CV parsing, tags, notes, history and rediscovery, because today’s rejected candidate may be next month’s placement.
Check the client CRM properly. A real agency setup needs company records, contacts, communication history, job orders, submit-to-client workflows and, where needed, client portals. A generic ATS may track applicants well but still leave client management in spreadsheets.
Follow one placement from intake to start date during the trial. You should be able to shortlist, submit, coordinate interviews, record offers, confirm start dates and report on revenue or recruiter performance. If that journey is fiddly, volume will make it worse.
Do the plan maths before trusting the headline price. Manatal is recorded in our data at $15 and is strong value for agency ATS plus AI, but its Professional plan has 15-job and 10,000-candidate limits. Zoho Recruit has a real Free plan, but it is limited to 1 active job and lacks resume parsing, Boolean search, mass email and portals.
Treat AI and messaging as paid-capacity checks. Manatal’s AI Interviewer is an add-on, Zoho’s WhatsApp billing moved to per-message pricing from July 2025, and paid job-board spend is separate from the ATS subscription in many setups.
If you run temp or contract staffing, ask harder questions. Confirm timesheets, assignment management, compliance, payroll, invoicing and pay/bill before you sign. Lever, for example, is a strong ATS plus candidate CRM for sourcing-heavy teams, but it should not be assumed to replace a staffing back office.
FAQ
What is the best ATS for recruiting agencies?
In our fixed agency ranking, Recruit CRM is the top agency pick, with an ATS, client CRM, outreach and client portals in one system. Manatal is the better fit if you want the lowest credible agency ATS plus AI, while Zoho Recruit is the budget entry point if you can live with tighter limits.
Do recruiting agencies need an ATS with CRM?
Yes, if they manage clients as well as candidates. A plain ATS tracks applicants for jobs, but agencies also need client records, contacts, submissions, placement status and recruiter activity reporting. For a fuller explanation, see our guide to ATS vs CRM vs HRIS.
Is Zoho Recruit good enough for a staffing agency?
Zoho Recruit can work for budget-conscious agencies, especially those already using Zoho. The Free plan is useful for testing, but it has 1 active job, 5,000 records across all modules and no resume parsing, Boolean search, mass email, candidate portal, client portal or vendor portal. Working agencies will usually need a paid tier.
Is Lever a recruiting-agency ATS?
Lever is better described as an ATS plus candidate CRM for proactive sourcing, nurture and RPO-style teams. It includes CRM, nurture campaigns, rediscovery, an agency portal and integrations, but buyers needing placement revenue tracking, commission splits, timesheets, payroll, invoicing or pay/bill should validate those workflows separately.
