Map the approval objects first. Greenhouse separates approval to start recruiting, official job approval and candidate-level offer approvals; that suits formal hiring governance. The catch is that pricing is custom, and Capterra lists no free trial or free version.
Use Ashby as the cleanest pricing anchor. Foundations is published at $400/month for companies up to 100 employees, with a 10% annual discount. The limitation is that Plus and Enterprise are custom quote, and conditional approval steps sit on Plus and Enterprise.
Shortlist Lever if you need ATS, CRM and requisition controls in one system. Lever supports posting approvals, headcount restrictions, offer approvals, proxy approval and post-approval field overrides. Pricing is custom, and Candidate Insights, AI Screening by VONQ and Onboarding are paid add-ons.
Do not overbuy for lightweight approvals. Breezy HR Business includes Position and Offer Approvals, while Manatal starts at $15/user/month and Zoho Recruit has a Forever Free plan. Those lower-cost options are useful context, but they are not evidenced here as equivalents for complex headcount governance.
Ask vendors to prove the stop points in the demo. Can the system block recruiting until a job, opening or requisition is approved, and can it block offer creation or extension until approvals are done?
Do the add-on maths before procurement. Ask about SMS, AI credits, SSO or SCIM, sandbox access, BI connectors, implementation, migration and renewal increases, because the base licence rarely tells the full story.
